Payment service availability by state
ScopeIQ's Payment Facilitation Service — the ability to accept rent payments from tenants on behalf of property managers — is offered in the states listed below. We use Stripe Connect Express as the processor of record; the PM is the merchant of record. ScopeIQ itself does not handle or hold tenant funds.
Standard service
40 states — full Payment Facilitation Service available. ACH free, card payments include a $2.95 tenant convenience fee.
Available with PM-absorbed card fees
State law restricts tenant-paid card surcharges on rent in these jurisdictions. ACH remains free; card payments are absorbed by the PM (Stripe's standard 2.9% + $0.30 per transaction). Tenant always sees the gross rent amount only.
Service not currently available
ScopeIQ does not currently offer Payment Facilitation in these states due to regulatory complexity. PMs based in these states may continue to use ScopeIQ's other features (turn management, vendor dispatch, owner statements sent by email, etc.) — only the payment surfaces are unavailable. We are evaluating expansion on an ongoing basis.
The "Service not currently available" list reflects states with aggressive money-transmitter regulators (NY, CA), strong rent- control overlays (DC, CA), or restrictive convenience-fee laws combined with low operating-density (AK, HI). We intentionally start narrow rather than push into a hostile regulatory environment.
